Org. Setting and Reporting

This position is located in the Governance and Sustainability Team of the United Nations Global Compact (GCO) in New York. The Programme Officer (Government Relations) reports to the Senior Programme Officer, Governance and Sustainability.

The United Nations Global Compact is the United Nations’ voluntary corporate sustainability initiative in the areas of human rights, labour, the environment, and anti-corruption. It revolves around ten universal principles drawn from four key international instruments in these areas. The Global Compact Office is the United Nations entity responsible for the overall management and coordination of the Global Compact initiative. It pursues two complementary objectives: (1) making the Global Compact and its principles part of business strategy and operations everywhere; and (2) facilitating cooperation among key stakeholders by promoting partnerships and collective action in support of United Nations, and the United Nations Sustainable Development Goals (SDGs).

Responsibilities

Within limits of delegated authority, the Programme Officer (Government Relations) will be responsible for the following duties:

• Participates in the development and implementation of a public policy and resource mobilization strategy and related documents for the Global Compact initiative; monitors and analyzes fundraising results with individual governments; reviews overall fundraising efforts systematically, and regularly seeks to identify new fundraising opportunities; identifies fundraising problems and issues to be addressed and proposes corrective actions.

• Performs consulting assignments, in collaboration with contributing governments, by planning and facilitating workshops, through policy and partnership dialogues with major bilateral partners and major international financial institutions on global corporate sustainability and sustainable development.

• Undertakes outreach activities to member states and contributing governments and makes presentations on corporate sustainability and sustainable development. Acts as the focal points in different forums both within and outside the United Nations on business engagement in public policy and sustainable development.

• Provides substantive support to meetings with permanent missions and ministries in the capital to build and manage relationships with contributing Governments, including sending regular updates on the initiative and presenting engagement opportunities for member states.

• Researches, analyzes and presents information gathered from diverse sources related to contributing governments and other member states’ policy trends and latest development with regard to Global Compact, corporate sustainability and sustainable development.

• Assists in policy development, including the review and analysis of public policy trends as to better understand enabling policy options for private sector engagement in sustainable development and corporate sustainability.

• Prepares reports upon donors’ request, customizes reports for different audiences. Designs and develops tools for consultations with the donor community. Integrates data from resource mobilization, pledges, donor payments and budgets. Serves as the Focal Point on government resource mobilization issues. Prepares policy briefs and analytical briefs for the Head of Entity on public policy and resource mobilization issues.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, project administration, or a related area, is required.

Experience in donor relations, especially as it relates to collaboration between business, governments or international organizations, is desirable.

Experience in working with the private sector to promote corporate sustainability is desirable.

Experience in resource mobilization and grants management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

Appointment or assignment against this position is for an initial period of one year.

This is an extrabudgetary funded position. The appointment or assignment and renewal therefore are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
