Org. Setting and Reporting

This position is located in the Office of the Chief of the Information Management Branch, Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Programme Officer reports to the Chief of the Branch.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs programmatic assignments in the areas of administration, budget and human resources management by planning resources allocation, facilitating work planning processes with branch section chiefs, developing an action plan the branch will use to manage the work.
• Researches, analyzes and presents information gathered from diverse sources and advises on strategic issues pertaining to information management, including development of policies and standards and their budgetary implications.
• Coordinates internal and external audits, including the review and analysis of related recommendations, and preparation of internal implementations plans.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications and internal reports, including correspondence with the management, etc.
• Provides substantive support to the Chief in managing all programmatic aspects of the Branch, including consultative and other meetings with key stakeholders, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.), human resources (including hiring consultants and individual contractors to source digital technology expertise), and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required

Experience advising a senior manager in the area of programme management is required.

Experience managing advisory service agreements with external providers is required.

Experience managing administrative processes in enterprise resources planning system (such as UMOJA and Inspira) is required.

Experience managing shared cost plans using Anaplan or other enterprise resource planning system is desirable.

Experience managing human resources processes is desirable.

Experience in managing internal audits is desirable.

Languages

English and French (both oral and written) are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for an initial period of three months (with a possibility of extension, subject to availability of funds). If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
