Under the sponsorship of Chief Financial Officer and reporting to the Coordinator (Financial Insights & Analytics), the Manager (Secretariat Financial Process Optimization) supports F&A’s ambitious journey to become a trusted strategic partner by driving and leading cross-functional collaboration to optimize financial processes and analytical capacilities. The Manager’s responsibilities encompass managing a high-performing team to ensure an end-to-end success of Secretariat financial process optimization initiatives and generation and dissemination of impactful financial insights and analytics to maximize the impact of our investments. More specifically, the Manger is expected and empowered to:
• Establish and build an analytics platform and deliver financial insights and analyses to inform high-impact decision-making
• Drive Secretariat financial process optimisation and automation to enhance resource efficiency and organizational agility while effectively mitigating fiduciary risks
• Strengthen finance knowledge management to embed a continuous improvement approach and create a best-in-class training platform for internal finance staffEstablish and build an analytics platform and deliver finance insights & analyses
• The Manager manages and oversees a strategic interdisciplinary Finance Innovation Lab (FIL). The FIL is a platform where we consolidate business knowledge, financial & administration data, and analytical capability to provide meaningful insights for investment decision-making and overall organizational strategy.
• The Manager drives the establishment and continuous evolution of a modern finance business partnering model and brings together financial insights with programmatic and other information to drive organizational maturity through collaboration with both internal and external stakeholders.Drive financial process optimization & automation
• The Manager has the responsibility for prioritization and execution of Secretariat financial process optimization and automation, leveraging a wide range of tools such as VBA and artificial intelligence.
• The Manager acts as a change manager and advisor to the Coordinator (FIA) and CFO on financial process digitization to achieve operational excellence by ensuring streamlined and operationally effective processes and systems in our financial management landscape.
• The Manager drives process re-engineering in close collaboration with IT Department and Chief Information Officer (CIO) by leveraging different tools such as artificial intelligence and advanced analytics capabilities to enable evidence-based and efficient optimization of available financial and human resources.
• The Manager exercises a collaborative and proactive engagement approach with the business/process owners, other internal stakeholders and external partners in identifying challenges, opportunities and providing user-friendly optimal business solutions.Strengthen finance knowledge management
• The Manager enhances our knowledge management approach to strengthen the capabilities of our internal finance staff, covering not only processes but also systems and competencies.
• The Manager drives a continuous improvement strategy through lessons learned feedback loops from end-users and assurance providers’ findings on process gaps and opportunities.Furthermore, the Manager manages cross-functional collaboration and innovation within a complex stakeholder landscape, building a common culture, team spirit and operating mindset. The position requires strong management, systemic thinking and approach, robust project management, innovative techniques, and a successful relevant track record. The Manager has a managerial responsibility for a team of 5+ professional staff members.
Key Responsibilities
Under the direction and management oversight of the Coordinator 9(FIA), the Manager is mainly responsible for:
Finance Process Optimization and Automation:
-
Ensure effective identification of financial business process improvements in collaboration with business/process owners and other relevant stakeholders.
-
Drive and facilitate cross-functional collaboration to create alignment around optimization and automation priorities.
-
Manage, execute and advance the finance transformation by introducing accelerated process optimization (simplification and automation) by leveraging tools such as robotics process automation.
-
Design, development, testing and implementation of process automation that will interact with different applications.
-
Identify opportunities for improvement in existing processes and automate those processes using RPA software and fine-tune performance and operation issues that arise with RPA, and provide on-going operational support including upgrades, defect fixes and any process change activities.
Finance Insights & Analytics:
-
Develop and implement data models and databases to support visualization and analytical solutions and identify data requirements and design data models and databases to meet the requirements.

Integrate data models and databases with BI tools such as Power BI, QlikView or Tableau to design management reports.

Maximize the efficiency and automation of data gathering, validation and publishing processes (or ETL steps where relevant).

Develop and implement analytics solutions to use advanced analytical models or tools to meet business requirements.

Design advanced analytical models to generate insights, predictions or model scenarios to provide visibility on fund performance and investment decision-making aspects and utilize relevant languages and techniques to implement, test and refine advanced analytical models.

Advise senior management and governance bodies on strategic and operational trends by leveraging financial information and related programmatic data on the effectiveness of the Organization.

Ensure relevant data is being measured and support continued improvement of data quality and measurement effectiveness.
Financial Knowledge Management:
-
Facilitate and ensure effective coordination of development, consultation, roll-out and maintenance of the Global Fund financial policies and guidelines to improve the data for impact, absorption, value-for-money and other trend analysis.

Ensure effective analysis of the impact of functional changes and analyses of new processes and guidelines.
-
Ensure development and maintenance of a finance document repository (FAQs, guidelines, etc.) and training material.
People Management:

Manage cross-functional teams, providing value-added services to both internal and external stakeholders, and ensure appropriate understanding of the requirements of their role and the capacity and skills needed to fulfil them.

Manage assigned resources within each team and allocates appropriate resources to a project or initiative.
-
Act as a role model and engage, motivate, empower and develop a high performing team to drive organization priorities on continuous improvements and transformation and creating value and increasing the impact of the professional services provided.
Stakeholder Management:

Manage internal and external stakeholders and builds partnerships to ensure effective collaboration and decisions making.

Represent the Global Fund at in the meetings, conferences and events on the Financial Management aspects of the use of country systems, innovative financing, sustainability and transition, e.g. with senior-level Government representatives, e.g. Ministers of Health and Finance, World Bank, professional networks and associations.

Qualifications
Essential:

Advanced degree in fields related to information system management, computer science, data science, or other advanced degree with professional experience directly related to implementation of financial process optimization (incl. business process improvement, system enhancement and financial analytics).
Desirable:

Professional certification in data science, data analytics, digital transformation or related fields

Desirable:

Minimum 12 years of demonstrated professional experience supporting financial transformations from a business perspective.

At least 6 years of experience in leading a team of professional technical experts coming from a diverse background

Data analytics experience with different tools and methods

Track record of delivering change and knowledge management strategies with a complex operating environment with capability gaps.

Experience with reputed professional accountancy firms or consulting firms

Experience of working within an international or regional sphere of activity
