dezvoltarii&nbsp; sale.&nbsp; In&nbsp; aceasta&nbsp; etapa,&nbsp; care&nbsp; a&nbsp; durat&nbsp; pana&nbsp; la&nbsp; sfarsitul&nbsp; anului&nbsp; 1939,&nbsp; dezvoltarea&nbsp; economiei&nbsp; a&nbsp; atins&nbsp; punctul&nbsp; ei&nbsp; culminant.&nbsp; Cu&nbsp; exceptia&nbsp; industriei&nbsp; petroliere,&nbsp; a&nbsp; industriei&nbsp; alimentare&nbsp; si&nbsp; a&nbsp; altor&nbsp; sectoare&nbsp; ale&nbsp; industriei&nbsp; usoare,&nbsp; celelalte&nbsp; ramuri&nbsp; industriale&nbsp; au&nbsp; inregistrat&nbsp; progrese&nbsp; considerabile.&nbsp; (2,&nbsp; pagin&nbsp; 315) Aceste&nbsp; progrese&nbsp; s-au&nbsp; oglindit&nbsp; mai&nbsp; ales&nbsp; in&nbsp; cresterea&nbsp; investitiilor&nbsp; si&nbsp; a&nbsp; productiei&nbsp; industriale&nbsp; globale&nbsp; al&nbsp; carei&nbsp; indice&nbsp; general&nbsp; se&nbsp; ridicase&nbsp; in&nbsp; 1938&nbsp; pana&nbsp; la&nbsp; 155%&nbsp; in&nbsp; comparatie&nbsp; cu&nbsp; anul&nbsp; 1927.&nbsp;<\/span>In&nbsp; cursul&nbsp; acestui&nbsp; avant&nbsp; industrial&nbsp; a&nbsp; devenit&nbsp; tot&nbsp; mai&nbsp; accentuat&nbsp; procesul&nbsp; concentrarii&nbsp; si&nbsp; centralizarii&nbsp; capitalului.&nbsp; El&nbsp; se&nbsp; dezvolta&nbsp; cu&nbsp; rapiditate,&nbsp; mai&nbsp; ales&nbsp; in&nbsp; sectorul&nbsp; industrial.&nbsp; Treptat&nbsp; marile&nbsp; monopoluri&nbsp; industrile&nbsp; si&nbsp; bancare&nbsp; au&nbsp; capatat&nbsp; pozitii&nbsp; din&nbsp; ce&nbsp; in&nbsp; ce&nbsp; mai&nbsp; solide&nbsp; in&nbsp; economia&nbsp; Romaniei,&nbsp; ajungand&nbsp; chiar&nbsp; sa&nbsp; domine&nbsp; unele&nbsp; ramuri&nbsp; intregi&nbsp; de&nbsp; productie.&nbsp; Prin&nbsp; impletirea&nbsp; mereu&nbsp; mai&nbsp; stransa&nbsp; a&nbsp; capitalului&nbsp; industrial&nbsp; cu&nbsp; cel&nbsp; bancar,&nbsp; s-a&nbsp; ajuns&nbsp; la&nbsp; cresterea&nbsp; puterii&nbsp; oligarhiei&nbsp; financiare&nbsp; in&nbsp; frunte&nbsp; cu&nbsp; regele&nbsp; Carol&nbsp; al&nbsp; II&nbsp; &#8211;&nbsp; lea.&nbsp; Cautand&nbsp; sa-si&nbsp; apere&nbsp; proprile&nbsp; lor&nbsp; interese&nbsp; economice&nbsp; si&nbsp; politice,&nbsp; grupurile&nbsp; oligarhiei&nbsp; financiare&nbsp; in&nbsp; care&nbsp; dominau&nbsp; magnati&nbsp; ca:&nbsp; Malaxa,&nbsp; Auschmit,&nbsp; Gigurtu,&nbsp; Mociornita&nbsp; si&nbsp; altii&nbsp; au&nbsp; determinat&nbsp; guvernele&nbsp; din&nbsp; aceasta&nbsp; perioada&nbsp; sa&nbsp; ia&nbsp; masuri&nbsp; prin&nbsp; care&nbsp; statul&nbsp; sa&nbsp; intervina&nbsp; in&nbsp; economia&nbsp; tarii.&nbsp; Interventia&nbsp; statului&nbsp; in&nbsp; viata&nbsp; economica&nbsp; a&nbsp; luat&nbsp; forma&nbsp; acordarii&nbsp; de&nbsp; avantaje&nbsp; industriei&nbsp; mari,&nbsp; prin&nbsp; efectuarea&nbsp; de&nbsp; comenzi,&nbsp; achizitionarea&nbsp; de&nbsp; marfuri&nbsp; destinate&nbsp; in&nbsp; special&nbsp; armatei&nbsp; si&nbsp; exportului,&nbsp; ca &nbsp;si&nbsp; prin&nbsp; lansarea&nbsp; unor&nbsp; imprumuturi&nbsp; in&nbsp; favoarea&nbsp; marilor&nbsp; societati&nbsp; industriale&nbsp; si&nbsp; bancare.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">De&nbsp; altfel&nbsp; dirijarea&nbsp; vietii&nbsp; economice&nbsp; romanesti&nbsp; ca&nbsp; si&nbsp; orientarea&nbsp; intregii&nbsp; politici&nbsp; economice&nbsp; a&nbsp; statului&nbsp; au&nbsp; fost&nbsp; incredintate&nbsp; \u201cConsiliului&nbsp; Superior&nbsp; Economic\u201d&nbsp; care&nbsp; fusese&nbsp; infiintat&nbsp; in&nbsp; 1938&nbsp; si&nbsp; care&nbsp; prin&nbsp; intreaga&nbsp; sa&nbsp; activitate&nbsp; a&nbsp; adus&nbsp; servicii&nbsp; deosebite&nbsp; marilor&nbsp; capitalisti.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">Avantul&nbsp; activitatii&nbsp; industriale&nbsp; si&nbsp; bancare&nbsp; n-a&nbsp; exercitat&nbsp; o&nbsp; influenta&nbsp; favorabila&nbsp; asupra&nbsp; agriculturii&nbsp; care&nbsp; a&nbsp; ramas&nbsp; mai&nbsp; departe&nbsp; ramura&nbsp; de&nbsp; productie&nbsp; cea&nbsp; mai&nbsp; putin&nbsp; dezvoltata&nbsp; a&nbsp; economiei&nbsp; romanesti.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">Necesitatile&nbsp; economice&nbsp; interne&nbsp; si&nbsp; conjunctura&nbsp; internationala&nbsp; au&nbsp; dus&nbsp; la&nbsp; o&nbsp; crestere&nbsp; considerabila&nbsp; a&nbsp; exportului&nbsp; de&nbsp; cereale,&nbsp; petrol &nbsp;si&nbsp; alte&nbsp; produse&nbsp; ale&nbsp; economiei&nbsp; romanesti,&nbsp; desi&nbsp; preturile&nbsp; acestor&nbsp; produse&nbsp; pe&nbsp; piata&nbsp; mondiala&nbsp; erau&nbsp; in&nbsp; continua&nbsp; scadere.&nbsp; Spre&nbsp; sfarsitul&nbsp; anului&nbsp; 1939,&nbsp; economia&nbsp; tarii&nbsp; noasre&nbsp; a&nbsp; inceput&nbsp; sa&nbsp; manifeste&nbsp; semnele&nbsp; unei&nbsp; vizibile&nbsp; inrautatiri. &nbsp;Finantele&nbsp; statului&nbsp; deveneau&nbsp; din&nbsp; ce&nbsp; in&nbsp; ce&nbsp; mai&nbsp; subrede,&nbsp; iar&nbsp; circulatia&nbsp; monetara&nbsp; prezenta&nbsp; simtomele&nbsp; unei&nbsp; grave&nbsp; inflatii.&nbsp; Incercarile&nbsp; guvernelor&nbsp; de&nbsp; a&nbsp; restabili&nbsp; echilibrul&nbsp; financiar&nbsp; al&nbsp; tarii&nbsp; au&nbsp; ramas&nbsp; zadarnice.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">Instaurarea&nbsp; regimului&nbsp; monarhiei&nbsp; autoritare&nbsp; a&nbsp; fost&nbsp; pregatita&nbsp; de&nbsp; intreaga&nbsp; politica&nbsp; dusa&nbsp; de&nbsp; Carol&nbsp; al&nbsp; II-lea&nbsp; dupa&nbsp; revenirea&nbsp; lui&nbsp; in&nbsp; tara,&nbsp; in&nbsp; iunie&nbsp; 1939,&nbsp;&nbsp;&nbsp; politica&nbsp; ce&nbsp; a&nbsp; urmarit&nbsp; slabirea&nbsp; pricipalelor&nbsp; partide&nbsp; politice:&nbsp; Partidul&nbsp; National&nbsp; Liberal&nbsp; si&nbsp; Partidul&nbsp; National&nbsp; Taranesc&nbsp; prin&nbsp; sprijinirea&nbsp; disensiunilor&nbsp; dintre&nbsp; liderii&nbsp; politici&nbsp; si&nbsp; a&nbsp; disidentelor.&nbsp; Pentru&nbsp; acesta&nbsp; a&nbsp; numit&nbsp; guverne&nbsp; de&nbsp; uniune&nbsp; nationale&nbsp; (Guvernul&nbsp; N.&nbsp; Iorga&nbsp; si&nbsp; A.C.&nbsp; Cuza&nbsp; in&nbsp; 1931-1932)&nbsp; a&nbsp; incalcat&nbsp; uzantele&nbsp; constitutionale&nbsp; numind&nbsp; in&nbsp; fruntea&nbsp; guvernelor&nbsp; nu&nbsp; pe&nbsp; liderii&nbsp; partidelor&nbsp; ci&nbsp; adepti&nbsp; ai&nbsp; monarhiei&nbsp; ca&nbsp; Alexadru&nbsp; Vaida-Voivod&nbsp; in&nbsp; 1932&nbsp; si&nbsp; Gheorghe&nbsp; Tatarascu&nbsp; in&nbsp; 1934,&nbsp; sporind&nbsp; astfel&nbsp; divergentele&nbsp; dintre&nbsp; liderii&nbsp; partidelor&nbsp; Liberal&nbsp; si&nbsp; National&nbsp; Taranesc.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">Prin&nbsp; legile&nbsp; din&nbsp; aprilie&nbsp; si&nbsp; iunie&nbsp; 1934&nbsp; date&nbsp; de&nbsp; Guvernul&nbsp; Gh.&nbsp; Tatarescu&nbsp; a&nbsp; fost&nbsp; introdusa&nbsp; practica&nbsp; guvernarii&nbsp; prin&nbsp; decrete-legi.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">Aceste&nbsp; fenomene&nbsp; precum&nbsp; si&nbsp; implicarea&nbsp; \u201ccamarilei&nbsp; regale\u201d&nbsp; in&nbsp; masura&nbsp; tot&nbsp; mai&nbsp; mare,&nbsp; ca&nbsp; centru&nbsp; de&nbsp; decizie&nbsp; politica&nbsp; au&nbsp; dus&nbsp; la&nbsp; rezultatele&nbsp; nefavorabile&nbsp; la&nbsp; alegerile&nbsp; parlamentare&nbsp; de&nbsp; la&nbsp; sfirsitul&nbsp; 1937.&nbsp; Astfel,&nbsp; regele&nbsp; a&nbsp; putut&nbsp; insarcina&nbsp; cu&nbsp; formarea&nbsp; guvernului&nbsp; pe&nbsp; O.&nbsp; Goga,&nbsp; seful&nbsp; Partidului&nbsp; Nationalist&nbsp; Crestin,&nbsp; un&nbsp; partid&nbsp; fara&nbsp; reprezentare&nbsp; guvernamentala&nbsp; (doar&nbsp; 9,15%&nbsp; din&nbsp; voturi)&nbsp; si&nbsp; deci&nbsp; lipsit&nbsp; de&nbsp; autoritate.&nbsp; Aducand&nbsp; la&nbsp; conducere&nbsp; un&nbsp; partid&nbsp; slab,&nbsp; Carol&nbsp; al&nbsp; II-lea&nbsp; a&nbsp; urmarit&nbsp; sa&nbsp; castige&nbsp; timp&nbsp; pentru&nbsp; pregatirea&nbsp; ultimilor&nbsp; actiuni,&nbsp; inainte&nbsp; de&nbsp; instaurarea&nbsp; regimului&nbsp; personal.&nbsp; a&nbsp; inrautatirii&nbsp; relatiilor&nbsp; dintre&nbsp; Carol&nbsp; al&nbsp; II-lea&nbsp; si&nbsp; C.&nbsp; Z.&nbsp; Codreanu&nbsp; a&nbsp; dus&nbsp; la&nbsp; schimbarea&nbsp; regimului&nbsp; politic&nbsp; 1937,&nbsp; Guvernul&nbsp; O.&nbsp; Goga&nbsp; a&nbsp; fost&nbsp; demis&nbsp; si&nbsp; in&nbsp; aceeasi&nbsp; noapte&nbsp; noul&nbsp; prim-ministru&nbsp; numit&nbsp; de&nbsp; rege,&nbsp; in&nbsp; persoana&nbsp; Patriahului&nbsp; Miron&nbsp; Cristea,&nbsp; a&nbsp; constituit&nbsp; noul&nbsp; guvern&nbsp; in&nbsp; care&nbsp; intrau:&nbsp; gruparea&nbsp; centrista&nbsp; desprinsa&nbsp; din&nbsp; Partidul&nbsp; de &nbsp;cresterea&nbsp; puterii&nbsp; economice,&nbsp; a&nbsp; oligamiei&nbsp; financiare,&nbsp; de&nbsp; slabiciunea&nbsp; si&nbsp; lipsa&nbsp; de&nbsp; autoritate&nbsp; a&nbsp; partidelor&nbsp; politice&nbsp; burgheze,&nbsp; de&nbsp; nemultumirea&nbsp; maselor&nbsp; populare&nbsp; si&nbsp; a&nbsp; cercurilor&nbsp; politice&nbsp; interne&nbsp; fata&nbsp; de&nbsp; guvernul&nbsp; Goga&nbsp; &#8211;&nbsp; Cuza&nbsp; si&nbsp; de&nbsp; gravele&nbsp; dezordini&nbsp; pe&nbsp; care&nbsp; le&nbsp; comiteau&nbsp; gruparile&nbsp; fasciste&nbsp; cu&nbsp; prilejul&nbsp; campaniei&nbsp; electorale&nbsp; de&nbsp; la&nbsp; inceputul&nbsp; anului&nbsp; 1938,&nbsp; Carol&nbsp; al&nbsp; II-&nbsp; lea&nbsp; a&nbsp; instaurat&nbsp; la&nbsp; 10&nbsp; februarie&nbsp; 1938&nbsp; dictatura&nbsp; sa&nbsp; personala,&nbsp; la&nbsp; care&nbsp; aspira&nbsp; inca&nbsp; din&nbsp; 1930&nbsp; cand&nbsp; a&nbsp; devenit&nbsp; rege.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><span style=\"color: black; font-size: 12pt;\">In&nbsp; locul&nbsp; cabinetului&nbsp; Goga-Cuza&nbsp; a&nbsp; fost&nbsp; numit&nbsp; un&nbsp; guvern&nbsp; in&nbsp; frunte&nbsp; cu&nbsp; patriahul&nbsp; Miron&nbsp; Cristea.&nbsp; Membrii&nbsp; noului&nbsp; guvern&nbsp; apartineau&nbsp; celor&nbsp; mai&nbsp; diferite&nbsp; orientari&nbsp; politice&nbsp; burgheze.&nbsp; Ei&nbsp; au&nbsp; fost&nbsp; recrutati&nbsp; in&nbsp; marea&nbsp; lor&nbsp; majoritate,&nbsp; din&nbsp; randul&nbsp; personalitatilor&nbsp; politice&nbsp; care&nbsp; candva&nbsp; indeplinise&nbsp; functia&nbsp; de&nbsp; presedinte&nbsp; al&nbsp; consiliului&nbsp; de&nbsp; ministri.&nbsp; In&nbsp; perioada&nbsp; dictaturii&nbsp; regale,&nbsp; adica&nbsp; din&nbsp; februarie&nbsp; 1938&nbsp; si&nbsp; pana&nbsp; in&nbsp; septebrie&nbsp; 1940,&nbsp; au&nbsp; avut&nbsp; loc&nbsp; o&nbsp; serie&nbsp; de&nbsp; schimbari&nbsp; si&nbsp; remanieri&nbsp; ale&nbsp; guvernelor.&nbsp; Astfel,&nbsp; in&nbsp; acest&nbsp; interval&nbsp; de&nbsp; timp&nbsp; s-au&nbsp; perindat&nbsp; la&nbsp; carma&nbsp; tarii&nbsp; 6&nbsp; guverne&nbsp; prezidate&nbsp; de:&nbsp; Miron&nbsp; Cristea,&nbsp; Armand&nbsp; Calinescu,&nbsp; Gh.&nbsp; Tatarascu&nbsp; si&nbsp; Ion&nbsp; Gigurtu.&nbsp; Guvernele&nbsp; din&nbsp; timpul&nbsp; dictaturii&nbsp; regale,&nbsp; fiind&nbsp; exponente&nbsp; ale&nbsp; marelui&nbsp; Capital,&nbsp; au&nbsp; luat&nbsp; o&nbsp; serie&nbsp; de&nbsp; masuri&nbsp; care&nbsp; ingustau&nbsp; sfera&nbsp; libertatilor&nbsp; si&nbsp; drepturilor&nbsp; democratice,&nbsp; dar&nbsp; in&nbsp; acelasi&nbsp; timp&nbsp; avantajau&nbsp; marea&nbsp; burghezie,&nbsp; comerciala,&nbsp; industriala&nbsp; si&nbsp; bancara.<i>&nbsp;&nbsp;<\/i>(2,&nbsp; dar&nbsp; mai&nbsp; ales&nbsp; prin&nbsp; stimularea&nbsp; interventiei&nbsp; statului&nbsp; in&nbsp; viata&nbsp; economica&nbsp; si&nbsp; prin&nbsp; adoptarea&nbsp; unui&nbsp; sistem&nbsp; vamal&nbsp; protectionist,&nbsp; ele&nbsp; au&nbsp; venit&nbsp; in&nbsp; intampinarea&nbsp; intereselor&nbsp; financiare&nbsp; ale&nbsp; marilor&nbsp; monopoluri&nbsp; si&nbsp; au&nbsp; protejat&nbsp; implicit&nbsp; economia&nbsp; nationala&nbsp; in&nbsp; fata&nbsp; perturbatiilor&nbsp; adanci&nbsp; care&nbsp; aveau&nbsp; loc&nbsp; in&nbsp; economia&nbsp; mondiala&nbsp; din&nbsp; ajunul&nbsp; si&nbsp; din&nbsp; primii&nbsp; Constitutie&nbsp; si&nbsp; a&nbsp; adoptat&nbsp; in&nbsp; februarie&nbsp; 1938,&nbsp; o&nbsp; Constitutie&nbsp; noua,&nbsp; care&nbsp; fara&nbsp; sa&nbsp; fie&nbsp; aprobata&nbsp; de&nbsp; popor,&nbsp;
