\u200bThis course provides an overview of scholarly perspectives and debates on policies, perceptions, actors, economy, ethics and technology of\u00a0security in Europe.<\/p>\n

The course is organised by PRIO and VUB\u00a0in collaboration with\u00a0the\u00a0Societal Security Network (SOURCE)<\/a>\u00a0\u2013 Virtual Centre of Excellence on Societal Security in Europe\u00a0\u2013 in association with\u00a0the\u00a0Nordic Centre for Security Technology and Societal Values<\/a>\u00a0(NordSTEVA).<\/p>\n

Conflict with Russia, fight against IS, aftershocks of the global\u00a0financial crisis, cyber attacks, nationalism and\u00a0the\u00a0\u2018refugee crisis\u2019 are shaping a new era of security in Europe.\u00a0The\u00a0post-Cold War\u00a0period is\u00a0over, where international war\u00a0was a thing of the past and\u00a0political\u00a0liberalism\u00a0the\u00a0universal\u00a0future. Yet, how should we conceive\u00a0the\u00a0current state of security politics in Europe?<\/p>\n

In the absense\u00a0of the existential military threat of the\u00a0Cold War,\u00a0the attention of security politics shifted towards a range of \u2018new\u2019 threats \u2013 man-made and natural, partly related to our reliance on advanced technology (as\u00a0in Ulrich\u00a0Beck\u2019s notion of \u2018risk society\u2019). Pandemics, industry accidents, pollution, flooding, global warming and\u00a0terrorism\u00a0were\u00a0among the dangers\u00a0included in this broadened notion of national\/civil\/internal\/homeland security.<\/p>\n

While introduced with\u00a0a more narrow\u00a0focus on\u00a0social\u00a0identities, the concept of \u2018societal security\u2019 was\u00a0picked up by politicians, bureaucrats, security industry and academics to describe\u00a0how this development involved\u00a0a\u00a0shift from\u00a0the\u00a0traditional referent\u00a0object of security \u2013 the sovereignty of the nation-state \u2013 to the security of society at large. Beyond material aspects of life such as physical protection, shelter, subsistence and critical infrastructure, societal security includes complex social aspects such as values, ideas, confidence, trust and\u00a0belonging. In contrast to the individual centric\u00a0notion of \u2018human security\u2019, it nonetheless\u00a0concentrates on that\u00a0which is of\u00a0shared public\u00a0concern \u2013 complementing\u00a0private\u00a0and corporate\u00a0security.<\/p>\n

This course invites\u00a0a reassessment of security politics in Europe through a critical engagement with the notion of societal security.\u00a0Sessions\u00a0investigate key aspects including\u00a0threat perceptions, security actors, institutional dynamics,\u00a0relations between\u00a0financial\u00a0and societal\u00a0security, new\u00a0security technology and the ethics of security.
