Setting and Reporting<\/span><\/p>\n<p class=\"cParagraphA\">This position is located in the independent Office of Administration of Justice (OAJ) in the registry supporting the United Nations Appeals Tribunal (UNAT) at the UNAT seat in New York. The incumbent will report to the Registrar of the UNAT as the First Reporting Officer and the Principal Registrar as the Second Reporting Officer.<\/p>\n<p>The UNAT is the appeals tribunal of the internal justice system. The UNAT reviews appeals, conducts hearings, issues orders, and renders binding final judgments.<\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle4\" class=\"cSubHeader\">Responsibilities<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent4\">Within delegated authority, the Legal Officer may be responsible for the following duties:<\/p>\n<p>In the framework of the Registry, the Legal Officer will be responsible for duties including providing substantive, technical and administrative support for the adjudication of cases by UNAT Judges.<br \/>\n\u2022 Review submissions to the UNAT;<br \/>\n\u2022 Draft, review and advise on legal documents and correspondence;<br \/>\n\u2022 Support Judges by preparing briefing notes and gathering background materials, as required;<br \/>\n\u2022 Attend meetings, and give advice on emerging issues and questions, as required;<br \/>\n\u2022 Identify issues, draft legal texts and handle a wide range of complex legal matters involving interpretation and application of administrative\/employment law;<br \/>\n\u2022 Conduct extensive legal research and provide detailed analysis of cases and jurisprudence;<br \/>\n\u2022 Provide legal advice on diverse substantive and procedural questions;<br \/>\n\u2022 Support the Judges in producing accurate, comprehensive judgments, including review of draft judgments for any inconsistencies or inaccuracies, and ensuring editorial uniformity prior to dissemination.<br \/>\n\u2022 Respond to correspondence\/queries from the parties;<br \/>\n\u2022 Assist in maintaining the registry\u2019s electronic case registers, in the publication and dissemination of the decisions, rulings and judgments rendered by the UNAT, in the required official languages, through the agreed media;<br \/>\n\u2022 Assist in maintaining the caselaw digest of UNAT&#8217;s jurisprudence;<br \/>\n\u2022 Perform other duties as required.<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle5\" class=\"cSubHeader\">Competencies<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent5\">\u2022PROFESSIONALISM: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle7\" class=\"cSubHeader\"><\/span><\/p>\n<p class=\"cParagraphA\">\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle8\" class=\"cSubHeader\">Work Experience<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent8\">A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing is required.<\/p>\n<p>At least one year of experience in administrative or employment\/labor law is required.<\/p>\n<p>Experience as a judicial\/legal clerk, legal officer or legal professional in a related field is desirable.<\/p>\n<p>Experience in litigation in an international or domestic judicial system is desirable.<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle9\" class=\"cSubHeader\">Languages<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent9\">English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.<\/p>\n<p>\u2022 A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In accordance with ST\/AI\/1999\/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member.
