The Panel\u2019s mandate is established and can be renewed or terminated by the Security Council. The Panel acts under the direction of the Security Council Committee established pursuant to resolution 2140 (2014) (\u201cthe Committee\u201d).<\/p>\n<p>The Expert will serve with a Panel reporting to the Committee and the Security Council. The Expert comes under the overall guidance and management of the Security Council Affairs Division of the Department of Political Affairs, specifically, of the Secretary of the Committee, the Chief of the Security Council Subsidiary Organs Branch and the Director of the Security Council Affairs Division. The work of the Panel is facilitated by a Coordinator who is also an expert on the Panel.<\/p>\n<p>For more information about the Panel, including its reports and other relevant materials, please see:<br \/>\nhttps:\/\/www.un.org\/securitycouncil\/sanctions\/2140<\/p>\n<p>Responsibilities:<\/p>\n<p>Within delegated authority, the regional expert will be responsible for (but not limited to) the following duties:<\/p>\n<p>Substantive<\/p>\n<p>\u2022 Contribute to the monitoring of sanctions measures and investigation of alleged sanctions violations as mandated by Security Council resolutions related to Yemen in his\/her area of expertise;<br \/>\n\u2022 Contribute to reporting on any violations of the sanctions regime through reports of the Panel to the Committee and the Security Council required under relevant Security Council resolutions, as well as any periodic briefing\/reporting as requested by the Committee;<br \/>\n\u2022 Contribute to the preparation of recommendations by the Panel for improved implementation of the Security Council resolutions related to Yemen, based on the Panel\u2019s investigations, country visits and outreach activities;<br \/>\n\u2022 Contribute to the compilation of information on individuals and entities that may engage in sanctions violations;<br \/>\n\u2022 Provide the Panel with an analysis of national, regional and international political developments and dynamics relevant to the mandate of the Panel, and inputs the latter in the midterm update and final report, as well as other updates, as necessary;<br \/>\n\u2022 Monitor Arabic-language media, including social media, on issues and cases relevant to the mandate of the Panel;<br \/>\n\u2022 Prepare and deliver briefings and presentations on the sanctions regime and the Panel\u2019s activities;<br \/>\n\u2022 Assist in identifying areas where the capacities of States can be strengthened to enhance the implementation of the sanctions regime;<br \/>\n\u2022 Contribute to reports that adhere to a high standard of evidence and rigorous methodology;<br \/>\n\u2022 Provide due process to Member States, entities and individuals to respond to allegations and findings when conducting investigations; and<br \/>\n\u2022 Take on other duties as mandated by the Security Council and\/or directed by the Committee.<\/p>\n<p>Organizational<\/p>\n<p>\u2022 Contribute to the preparation of a programme of work of the Panel, including a travel schedule, at the outset of the mandate, which will be updated regularly;<br \/>\n\u2022 Participate in investigative missions and bilateral consultations to gather information from government authorities, private individuals and entities, civil society, regional and sub-regional organizations and United Nations field presences;<br \/>\n\u2022 Draft and follow up on correspondence in his\/her areas of responsibility;<br \/>\n\u2022 Collate and assess the information obtained, including by sharing written notes and briefs with other Panel members;<br \/>\n\u2022 Classify, categorize and archive the materials obtained in the course of the Panel\u2019s investigation; and<br \/>\n\u2022 Submit to the UN Secretariat an End of Assignment Report at the end of the mandate.<\/p>\n<p>Administrative<\/p>\n<p>\u2022 Abide by the rules and regulations of the United Nations, as guided by the Secretary of the Committee, the Chief of the Subsidiary Organs Branch and the Director of the Security Council Affairs Division, among others.<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle8\" class=\"cSubHeader\">Qualifications\/special skills<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent8\">Qualifications\/special skills<\/p>\n<p>Academic Qualifications:<br \/>\n\u2022 An advanced university degree (Master\u2019s degree or equivalent) in military science, political science, international relations, law, journalism or other relevant area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.<\/p>\n<p>Experience:<br \/>\n\u2022 A minimum of ten years (including a minimum of three years of field experience) of progressively responsible experience in the relevant field is required.<br \/>\n\u2022 Significant field experience in post-conflict or other transitional situations is required.<br \/>\n\u2022 Strong field research or investigative experience in the area of expertise is required.<br \/>\n\u2022 Experience in writing high-quality reports is required.<br \/>\n\u2022 Proven interpersonal skills in complex, political and structured working environments is required.<br \/>\n\u2022 A demonstrated understanding of sanctions regimes in a United Nations, regional organization or Member State setting is highly desirable.<br \/>\n\u2022 Experience in working under the rules and regulations of the organization and the working culture and methods of the United Nations Secretariat is highly desirable.<\/p>\n<p>Language:<br \/>\n\u2022 Fluency in English is required;<br \/>\n\u2022 Knowledge of Arabic is an advantage.<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle9\" class=\"cSubHeader\"><\/span><\/p>\n<p class=\"cParagraphA\">\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle10\" class=\"cSubHeader\"><\/span><\/p>\n<p class=\"cParagraphA\">\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle11\" class=\"cSubHeader\"><\/span><\/p>\n<p class=\"cParagraphA\">\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle12\" class=\"cSubHeader\"><\/span><\/p>\n<p class=\"cParagraphA\">\n<p><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionTitle13\" class=\"cSubHeader\">Additional Information<\/span><\/p>\n<p class=\"cParagraphA\"><span id=\"ctl00_ContentPlaceHolder1_lblDescriptionContent13\">Geographical diversity is a strong consideration.
