and the NATO Office of Security (NOS) \u2013 headed by the Deputy ASG for Security.<\/p>\n<p>The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, as well as intelligence policy, plans and strategy.<\/p>\n<p>The joint civilian and military Strategy and Policy Unit (SPU) within JISD is responsible for the development, coordination and implementation of intelligence strategy, policy and plans.<br \/>\nUnder the direction of the Head of the Strategy and Policy Unit, the incumbent will contribute to the development and coherent implementation of relevant Intelligence policies and projects. The incumbent will be assigned a number of portfolios for which s\/he will be responsible. These responsibilities may change over time, given the evolving needs and priorities of the team.<\/p>\n<p>The main functions of the Officer will include:<br \/>\n\u2022\u00a0\u00a0 \u00a0acting as focal point within the NATO Intelligence Enterprise (which includes intelligence elements within the NATO Command Structure) for the portfolios under her\/his responsibility;<br \/>\n\u2022\u00a0\u00a0 \u00a0Create and implement organizational objectives for the NATO Intelligence Systems Architecture, with the consensus of the stakeholders;<br \/>\n\u2022\u00a0\u00a0 \u00a0Monitor the management of the NATO Intelligence Systems Architecture by SHAPE to ensure alignment to organizational objectives;<br \/>\n\u2022\u00a0\u00a0 \u00a0conducting research in improving NATO Intelligence Enterprise\u2019s (NIE) technical operations;<br \/>\n\u2022\u00a0\u00a0 \u00a0providing NISA processing guidance.<br \/>\n\u2022\u00a0\u00a0 \u00a0evaluating internal functions, NATO Intelligence Systems Architecture development strategies, and IT processes and suggesting improvements.<br \/>\n\u2022\u00a0\u00a0 \u00a0formulating policy proposals, analyses and reports as well as drafting briefing materials for senior NATO officials;<br \/>\n\u2022\u00a0\u00a0 \u00a0managing relevant projects related to the portfolios under her\/his responsibility;<br \/>\n\u2022\u00a0\u00a0 \u00a0collaborating with, and liaising between, relevant stakeholders within the NATO Intelligence Enterprise, Allied countries and other relevant entities;<br \/>\n\u2022\u00a0\u00a0 \u00a0supporting the work of NATO Committees and other decision-making bodies.<\/p>\n<p><strong>2. \u00a0\u00a0 \u00a0QUALIFICATIONS AND EXPERIENCE<\/strong><\/p>\n<p><strong>ESSENTIAL<\/strong><br \/>\nThe incumbent must:<br \/>\n\u2022\u00a0\u00a0 \u00a0possess a university degree, preferably in the field of information technology, international relations, intelligence studies, political science, or another relevant discipline;<br \/>\n\u2022\u00a0\u00a0 \u00a0have at least 3 years\u2019 experience working on intelligence\/foreign\/security\/defence\/ affairs for an International Organisation or national administration;<br \/>\n\u2022\u00a0\u00a0 \u00a0be familiar with strategic issues and challenges facing the Alliance and NATO\u2019s geopolitical environment;<br \/>\n\u2022\u00a0\u00a0 \u00a0have experience in project management, liaising between various civilian and military stakeholders and entities, and facilitating cross-team collaboration;<br \/>\n\u2022\u00a0\u00a0 \u00a0demonstrate leadership, commitment to teamwork and interest in working in a fast-paced multi-national environment;<br \/>\n\u2022\u00a0\u00a0 \u00a0have excellent interpersonal and communication skills (both written and oral);<br \/>\n\u2022\u00a0\u00a0 \u00a0experience in delivering briefings to senior officials, and drafting reports for various audiences;<br \/>\n\u2022\u00a0\u00a0 \u00a0have good analytical skills and eye for detail;<br \/>\n\u2022\u00a0\u00a0 \u00a0possess the following minimum levels of NATO\u2019s official languages (English\/French): V (\u201cAdvanced\u201d) in one; I (\u201cBeginner\u201d) in the other.<\/p>\n<p><strong>DESIRABLE<\/strong><\/p>\n<p>The following would be considered an advantage:<br \/>\n\u2022\u00a0\u00a0 \u00a0a good understanding of NATO policies and procedures;<br \/>\n\u2022\u00a0\u00a0 \u00a0a good knowledge of the civil and military structure of the Alliance, particularly the responsibilities and roles of the NATO civil and military bodies which are part of the NATO Intelligence Enterprise;<br \/>\n\u2022\u00a0\u00a0 \u00a0prior experience related to Intelligence policies and capability development;<br \/>\n\u2022\u00a0\u00a0 \u00a0experience with the nexus between policy and technology;<br \/>\n\u2022\u00a0\u00a0 \u00a0experience in modeling and graphic representations.<\/p>\n<p><strong>3. \u00a0\u00a0 \u00a0MAIN ACCOUNTABILITIES\u00a0<\/strong><\/p>\n<p><strong>Policy Development<\/strong><br \/>\nContribute to and facilitate the development of NATO Intelligence plans\/concepts, procedures and policies by providing subject-matter expertise to Nations and senior officials. In particular, supporting the current strategy for the NATO Intelligence Enterprise and the development of the next strategy expected for completion by the end of 2024.<\/p>\n<p><strong>Project Management<\/strong><br \/>\nSupport and lead projects and horizontal initiatives to improve efficiency and interoperability of the NATO Intelligence Enterprise. Partner with other sections of JISD, other international and military staff, and the NATO Command Structure in order to develop, support and implement planned programmes in a way that best meets the needs of the Alliance and its partners. In particular, development of the NATO Intelligence Systems Architecture, in support of the NATO Intelligence Enterprise and considering the needs of the NATO Intelligence Community.<\/p>\n<p><strong>Stakeholder Management<\/strong><br \/>\nEstablish and maintain close working relations with the NATO Intelligence Enterprise, national Delegations to NATO, including Partner missions, as well as with national officials in capitals, and with intelligence systems stakeholders such as the \u201cBattlefield Information Collection and Exploitation Systems\u201d (BICES), the \u201cNATO Information and Communication Agency\u201d (NCIA), and security related systems managers.<\/p>\n<p><strong>Expertise Development<\/strong><br \/>\nGain and maintain organisational expertise for assigned portfolios and provide policy advice to senior management. Monitor and analyse new developments within portfolios under the SPU\u2019s purview and inform colleagues, senior management and other relevant entities as necessary.<\/p>\n<p><strong>Knowledge Management<\/strong><br \/>\nFilter and store relevant data and documents, ensuring quality control. Updating internal NATO platforms used for coordinating Intelligence policies and capability development.<\/p>\n<p><strong>Representation of the Organization<\/strong><br \/>\nRepresent, as appropriate, the Alliance at conferences, workshops or seminars related to the SPU\u2019s area of competence. Help enhance NATO\u2019s public diplomacy and information efforts on these issues.<\/p>\n<p>Perform any other related duty as assigned.<\/p>\n<p><strong>4.\u00a0\u00a0 \u00a0INTERRELATIONSHIPS<\/strong><\/p>\n<p>The incumbent reports to the Head of the Strategy and Policy Unit (SPU). S\/he will work in close coordination with other Sections within the Division, as well as with other Divisions in the International Staff, with the NATO Military Authorities, with national Delegations as well as Alliance capitals, and other NATO Agencies. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.<\/div>\n<div align=\"justify\">If the successful applicant is seconded from the national administration of one of NATO\u2019s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned.
