Org. Setting and Reporting<\/span><\/p>\n

This position is located in the Division of Production, Productivity and Management (DDPE) of the Economic Commission for Latin America and the Caribbean (ECLAC). The Economics Affairs Officer reports to the Chief of the Unit on Investment and Corporate Strategies; his (her) work will be focussed on economic sectors and technology.<\/p>\n

Responsibilities<\/span><\/p>\n

Within delegated authority, the duties of the Economic Affairs Officer fall in the following functional areas.<\/p>\n

Sector analysis
\n\u2022Develops socio-economic databases and qualitative information for recurrent or ad hoc assignments in areas related economic sectors and technology.
\n\u2022Applies and, as necessary, adapts economic analysis to determine trends, patterns and relationships and the effects of alternative policies and assumptions.
\n\u2022Drafts technical papers and analytical studies on topics related to his (her) field of specialization.
\n\u2022Identifies and analyses policy proposals made elsewhere relating to assigned topics.
\n\u2022Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
\n\u2022Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
\n\u2022Prepares speeches and other inputs for presentations by senior staff.<\/p>\n

Intergovernmental support
\n\u2022Prepares inputs for reports to intergovernmental bodies.
\n\u2022Follows intergovernmental meetings and prepares summary reports.
\n\u2022Assists in the organization of panels, round tables etc. for intergovernmental processes.<\/p>\n

Technical cooperation
\n\u2022Participates in missions related to the fields of economic sectors and technology
\n\u2022Organizes training seminars for national experts.
\n\u2022Prepares documentation for technical cooperation programmes and projects.
\n\u2022Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
\n\u2022Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.<\/p>\n

General
\n\u2022Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Unit\u2019s services.
\n\u2022Undertakes on-the-job and other training activities, both internally and externally.<\/span><\/p>\n

Education<\/span><\/p>\n

Advanced university degree (Master\u2019s degree or equivalent) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.<\/span><\/p>\n

Work Experience<\/span><\/p>\n

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
\nA minimum of five years of experience in economic sectors and technology and formulation of policy proposals in the field of production is needed.
\nA good publication record is desirable.
\nExperience conducting research studies in the Latin American and Caribbean region is desirable.<\/span><\/p>\n

Languages<\/span><\/p>\n

English and French are the working languages of the United Nations Secretariat. For this post, fluency in Spanish and English is required.<\/p>\n

NOTE: \u2018\u2019Fluency\u2019\u2019 equals a rating of \u2018\u2019fluent\u2019\u2019 in all four areas (speak, read, write, and understand) and \u2018\u2019Knowledge of\u2019\u2019 equals a rating of \u2018\u2019confident\u2019\u2019 in two of the four areas.<\/span><\/p>\n

Assessment<\/span><\/p>\n

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.<\/span><\/p>\n

United Nations Considerations<\/span><\/p>\n

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
