De exemplu, cu pa\u015fi siguri s-a produs procesul re\u00eennoirii formele de administrare \u00een Slovacia. Actualmente \u00een aceast\u0103 \u0163ar\u0103 exist\u0103 dou\u0103 nivele de administra\u0163ie: Guvernul&nbsp; central cu sediul \u00een capitala Bratislava \u015fi administra\u0163ia local\u0103, reprezentat\u0103 de municipalit\u0103\u0163i. \u00cen leg\u0103tur\u0103 cu adoptarea Legii privind autoadministrarea local\u0103 \u00een teritoriu a fost instituit \u015fi nivelat de jos, fiind create organele descentralizate ale Guvernului central. S-a realizat \u015fi o diferen\u0163iere \u00eentre administra\u0163ia de stat la nivel local \u015fi respectiv, autoadministrarea local\u0103. Republica Slovacia este \u00eemp\u0103r\u0163it\u0103 \u00een 38 de districte care formeaz\u0103 principalul nivel al autoadministra\u0163iei descentralizate a statului \u015fi 121 de subdistricte. Structura ierarhic\u0103 a administra\u0163iei centrale \u015fi locale din Slovacia este reprezentat\u0103 de aceste 2 nivele. Administra\u0163ia de district exercit\u0103 func\u0163iile statului conform legii. \u00centre administra\u0163iile de district \u015fi cele municipale exist\u0103 rela\u0163ii de cooperare \u00een chestiuni legate de dezvoltarea districtului, alocarea inven\u0163iilor de capital ale statului, implimentarea politicii regionale, mutarea re\u015fedin\u0163ilor de sub district \u015f. a.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">\u00cen problema rela\u0163iilor \u00eentre administra\u0163iile centrale \u015fi locale putem men\u0163iona c\u0103 ele sunt strict delimitate prin lege. Autorit\u0103\u0163ile municipale sunt primarul \u015fi consiliul municipal. Primarul este autoritate executiv\u0103 a municipalit\u0103\u0163ii. El conduce administra\u0163ia municipal\u0103 \u015fi reprezint\u0103 municipalitatea \u00een rela\u0163iile cu exteriorul. Pe l\u00e2ng\u0103 primar, principalul organ autorizat ce ia decizii este consiliul municipalit\u0103\u0163ii. \u00cen municipalit\u0103\u0163ile mai mari consiliul municipalit\u0103\u0163ii alege un comitet al reprezentan\u0163ilor. Acest comitet este organul executiv \u015fi de control al consiliului municipalit\u0103\u0163ii \u015fi ac\u0163ioneaz\u0103 ca organ consultativ pentru primar. Dar opinia comitetului nu este obligatorie pentru primar. \u00centre primar \u015fi consiliul municipalit\u0103\u0163ii exist\u0103 rela\u0163ii de cooperare. Rela\u0163iile de control apar \u00eentre organele administra\u0163iei publice de specialitate.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">O alt\u0103 \u0163ar\u0103 ce a trecut de cur\u00e2nd la o form\u0103 nou\u0103 de organizare a autorit\u0103\u0163ilor administra\u0163iei publice este \u015fi Ungaria. \u00cen consecin\u0163\u0103 au disp\u0103rut vechile rela\u0163ii \u015fi raporturi dintre organele administra\u0163iei publice de diferite nivele \u015fi \u00een baza reformelor politice efectuate s-a creat \u00een Ungaria urm\u0103torul sistem de administrare:<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 57.75pt; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">1.<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp; <\/span><\/span><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">primul tip de structuri este reprezentat de organele guvernului central \u015fi agen\u0163iile lui. Ministerele \u015fi celelalte organe centrale cu autoritate la nivel na\u0163ional au diverse organe teritoriale subordonate lor<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 57.75pt; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">2.<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp; <\/span><\/span><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">al doilea tip de structuri este reprezentat de sistemul administra\u0163iei locale, ea fiind de dou\u0103 niveluri:<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 76.5pt; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">a)<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">municipalit\u0103\u0163ile ce asigur\u0103 \u015fi administrarea \u00een fiecare localitate;<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 76.5pt; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">b)<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">administra\u0163iile jude\u0163ene ce asigur\u0103 administrarea \u015fi servicii specifice la nivel jude\u0163ean.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Autorit\u0103\u0163ile administra\u0163iei publice locale sunt autonome \u00een formarea \u015fi activitatea lor. \u00cen Ungaria exist\u0103 un singur mod prin care Guvernul poate controla activitatea municipiilor. Acesta-i&nbsp; Oficiul comisarilor republicii, ce are statut de organ regional specific, cu subordonare central\u0103 \u015fi cu autoritate general\u0103.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">\u00cen Ungaria s-au constituit \u015fi func\u0163ioneaz\u0103 rela\u0163ii de cooperare \u00eentre organele administra\u0163iei publice. De exemplu, satele \u00eenvecinate ce au mai pu\u0163in de o mie de locuitori \u00eenfiin\u0163eaz\u0103 un oficiu administrativ&nbsp; al districtului rural pentru realizarea sarcinilor administrative comune. Circa 280 municipalit\u0103\u0163i coopereaz\u0103 \u00eentre ele \u00een scopul administr\u0103rii \u00een comun a unui sau mai multor institu\u0163ii similare (de exemplu, \u015fcoli, spitale). Se mai practic\u0103 \u015fi diverse forme de cooperare financiar\u0103 \u00eentre administra\u0163iile locale. Bugetul central \u00eencurajeaz\u0103 administra\u0163iile locale s\u0103 coopereze. De exemplu, o anumit\u0103 subven\u0163ie este mai mare dac\u0103 autorit\u0103\u0163ile locale decid s\u0103 coopereze.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">La nivel local, pe l\u00e2ng\u0103 primar, care este \u015feful politic \u015fi administrativ al municipalit\u0103\u0163ii, consiliul local nume\u015fte pe o perioad\u0103 nedeterminat\u0103 un administrator-\u015fef. \u00centre administratorul-\u015fef \u015fi primar se stabilesc rela\u0163ii de colaborare, deoarece administratorul este numit de consiliu dar \u00eendepline\u015fte \u015fi preg\u0103te\u015fte ordinele \u015fi hot\u0103r\u00e2rile primarului, particip\u0103 la \u015fedin\u0163ele consiliului \u015fi \u00eel avertizeaz\u0103 atunci c\u00e2nd acesta ia o hot\u0103r\u00e2re ce \u00eencalc\u0103 legea.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Sistemul de guvernare din Bulgaria const\u0103 din dou\u0103 grupe majore de institu\u0163ii; institu\u0163iile Guvernului central \u015fi institu\u0163iile autoadministr\u0103rii locale. \u00centre aceste grupuri de organe administrative exista un \u015fir de raporturi \u015fi rela\u0163ii stabilite prin lege . \u00een primul r\u00e2nd exist\u0103 rela\u0163ii de control. Cu toate c\u0103 municipalit\u0103\u0163ile sunt libere s\u0103 ac\u0163ioneze \u00een limitele stabilite de lege, Guvernul central controla modul \u00een care aceste standarde sunt respectate. De exemplu, Ministerul Mediului poate controla nivelul de poluare al apelor reziduale rev\u0103rsate \u00een r\u00e2uri, iar Minist<\/p>\n<p>erul S\u0103n\u0103t\u0103\u0163ii poate controla puritatea apei potabile. <\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Exist\u0103 domenii \u00een care administra\u0163ia central\u0103 \u015fi administra\u0163iile locale \u00ee\u015fi \u00eempart responsabilit\u0103\u0163ile \u00een exercitarea anumitor func\u0163ii. De exemplu, \u00een \u00eenv\u0103\u0163\u0103m\u00e2nt. Ministerul \u00eenv\u0103\u0163\u0103m\u00e2ntului elaboreaz\u0103 programe \u015fcolare \u015fi stabile\u015fte anumite standarde care trebuie respectate de \u015fcoli. De asemenea ministerul stabile\u015fte bugetele \u015fcolilor \u015fi nume\u015fte directorii acestora. \u00cen acela\u015fi timp, administra\u0163ia local\u0103 r\u0103spunde de \u00eentre\u0163inerea cl\u0103dirilor, de asigurarea asisten\u0163ei medicale pentru elevi \u015f.a. \u00een a\u015fa caz apar rela\u0163ii de cooperare dintre organele administra\u0163iei centrale \u015fi cele locale.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">O rela\u0163ie de control func\u0163ioneaz\u0103 \u015fi \u00een domeniul verific\u0103rii legalit\u0103\u0163ii.<\/span><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 0.5in; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-family: Symbol; font-size: 12pt; line-height: 150%;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><i><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Primul poate contesta o hot\u0103r\u00e2re a consiliului municipalit\u0103\u0163ii prin exercitarea dreptului de veto. C\u00e2nd consiliul insist\u0103 \u00een hot\u0103r\u00e2rea respectiv\u0103, primarul are dreptul de apel \u00een instan\u0163ele judec\u0103tore\u015fti.<\/span><\/i><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 0.5in; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-family: Symbol; font-size: 12pt; line-height: 150%;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><i><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Consiliul municipal poate anula dispozi\u0163iile primarului \u00een cazul dac\u0103 ultimele contrazic hot\u0103r\u00e2rile consiliului.<\/span><\/i><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; margin-left: 0.5in; text-align: justify; text-indent: 0in;\"><span lang=\"RO\" style=\"font-family: Symbol; font-size: 12pt; line-height: 150%;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><i><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Guvernatorul regional, \u00een calitatea lui de organ descentralizat al guvernului poate suspenda hot\u0103r\u00e2rile consiliului municipalit\u0103\u0163ii dac\u0103 acestea contravin legilor \u015fi are dreptul s\u0103 le supun\u0103 instan\u0163ei judec\u0103tore\u015fti.<\/span><\/i><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"line-height: 150%; text-align: justify;\"><span lang=\"RO\" style=\"font-size: 12pt; line-height: 150%;\">Consiliul municipalit\u0103\u0163ii are autoritate de a anula actele primarului ce contravin deciziilor consiliului. Dar \u015fi primarul are dreptul s\u0103 contesteze deciziile consiliului \u00een cazul \u00een care acestea contravin intereselor municipalit\u0103\u0163ii sau contravin legii. Astfel, la nivel local este o corela\u0163ie \u00eentre organele administra\u0163iei locale, ele afl\u00e2ndu-se \u00eentr-o interdependen\u0163\u0103 unul fa\u0163\u0103 de cel\u0103lalt (adic\u0103 \u00eentre consiliul \u015fi primar). Acestea nu sunt rela\u0163ii de ierarhie ci rela\u0163ii de coordonare, conlucrare. \u00centre administra\u0163iile centrale \u015fi municipale mai exist\u0103 rela\u0163ii de prest\u0103ri \u015fi servicii. Prin activitatea lor, at\u00e2t municipalit\u0103\u0163ile, ca organe centrale, c\u00e2t \u015fi direc\u0163iile municipale ca organe locale, presteaz\u0103 servicii popula\u0163iei municipalit\u0103\u0163ilor.
