Credem c\u0103 unele din cele mai sugestive defini\u0163ii ar fi urm\u0103toarele: \u201eO na\u0163iune are asigurat\u0103 securitatea \u00een m\u0103sura \u00een care nu este \u00een pericol de a trebui s\u0103-\u015fi sacrifice valorile fundamentale dac\u0103 dore\u015fte s\u0103 evite viitorul \u015fi are capacitatea, dac\u0103 este provocat\u0103, s\u0103 \u015fi le conserve prin ob\u0163inerea victoriei \u00eentr-un asemenea r\u0103zboi\u201c (Walter Lippmann). \u201eSecuritatea, \u00eentr-un sens obiectiv, m\u0103soar\u0103 absen\u0163a amenin\u0163\u0103rilor la adresa unor valori dob\u00e2ndite \u015fi \u00een sens subiectiv, absen\u0163a temerilor c\u0103 aceste valori vor fi supuse unor atacuri\u201c (Arnold Wolfers). \u201e\u00cen cazul securit\u0103\u0163ii, discu\u0163ia prive\u015fte preocuparea de a fi liberi de amenin\u0163\u0103ri. C\u00e2nd aceast\u0103 discu\u0163ie se poart\u0103 \u00een contextul unui sistem interna\u0163ional, securitatea vizeaz\u0103 capacitatea statelor \u015fi societ\u0103\u0163ilor de a-\u015fi men\u0163ine identitatea, independen\u0163a \u015fi integritatea func\u0163ional\u0103\u201c (Barry Buzan). Securitatea na\u0163ional\u0103<a href=\"http:\/\/optdolari.blogspot.ca\/2011\/03\/definirea-securitatii-nationale.html\" name=\"more\" style=\"color: #ee5307; outline: none; text-decoration-line: none;\"><\/a>&nbsp;reprezint\u0103 condi\u0163ia fundamental\u0103 a existen\u0163ei na\u0163iunii \u015fi a statului moldovenesc \u015fi este un obiectiv al guvern\u0103rii. Obiectivele securit\u0103\u0163ii na\u0163ionale al Republicii Moldova sunt de a asigura \u015fi a ap\u0103ra independen\u0163a, suveranitatea, integritatea teritorial\u0103, ordinea constitu\u0163ional\u0103, dezvoltarea democratic\u0103, securitatea intern\u0103 \u015fi de a consolida statalitatea Republicii Moldova. Un loc aparte \u00een acest sens, revine ap\u0103r\u0103rii \u015fi promov\u0103rii valorilor, intereselor \u015fi obiectivelor na\u0163ionale. Securitatea na\u0163ional\u0103 nu este numai securitatea statului, ci \u015fi securitatea societ\u0103\u0163ii \u015fi cet\u0103\u0163enilor Republicii Moldova, at\u00eet pe teritoriul Republicii Moldova c\u00eet \u015fi peste hotarele acesteia. Securitatea na\u0163ional\u0103 a Republicii Moldova se realizeaz\u0103 prin m\u0103suri adecvate de natur\u0103 politic\u0103, economic\u0103, diplomatic\u0103, social\u0103, juridic\u0103, educativ\u0103, administrativ\u0103 \u015fi militar\u0103, prin activitatea de informa\u0163ii, contrainforma\u0163ii, precum \u015fi prin gestionarea eficient\u0103 a crizelor, \u00een conformitate cu legisla\u0163ia \u00een vigoare \u015fi prevederile dreptului interna\u0163ional. Concep\u0163ia Securit\u0103\u0163ii Na\u0163ionale a Republicii Moldova constituie documentul care reflect\u0103 evaluarea general\u0103 a mediului de securitate pe plan na\u0163ional \u015fi interna\u0163ional \u00een care opereaz\u0103 Republica Moldova \u015fi define\u015fte scopul securit\u0103\u0163ii na\u0163ionale, liniile directorii de baz\u0103 pentru securitatea na\u0163ional\u0103, valorile \u015fi principiile generale ce urmeaz\u0103 a fi protejate de statul \u015fi societatea moldovean\u0103. Concep\u0163ia Securit\u0103\u0163ii Na\u0163ionale a Republicii Moldova este un sistem de idei, care contureaz\u0103 priorit\u0103\u0163ile statului \u00een domeniul securit\u0103\u0163ii na\u0163ionale. Documentul corespunde rigorilor interna\u0163ionale \u015fi stabile\u015fte clar statutul de neutralitate constitu\u0163ional\u0103 a Republicii Moldova. La elaborarea lui au fost luate \u00een calcul experien\u0163a mai multor state (\u0163\u0103rile baltice, Ungaria, Georgia, Polonia, Macedonia, Bulgaria, Cehia), concep\u0163iile \u015fi viziunile conceptuale de securitate ale unor state neutre (Finlanda, Austria, Suedia), precum \u015fi studiile unor centre de cercet\u0103ri specializate din Marea Britanie, SUA \u015fi Canada. Concep\u0163ia lanseaz\u0103 mesajul politic pe care Uniunea European\u0103 \u015fi partenerii occidentali \u00eel a\u015fteapt\u0103 de la Republica Moldova \u015fi consfin\u0163e\u015fte ireversibilitatea cursului de transformare a \u0163\u0103rii noastre \u00eentr-un stat de drept, democratic, european. Totodat\u0103, adoptarea noii concep\u0163ii constituie un obiectiv prev\u0103zut de Planul Individual de Ac\u0163iuni din cadrul Parteneriatului Republica Moldova \u2013 NATO privind perfec\u0163ionarea bazei politico-juridice a sistemului de securitate na\u0163ional\u0103 \u015fi de ap\u0103rare al Republicii Moldova, baz\u0103 necesar\u0103 pentru realizarea reformelor corespunz\u0103toare \u00een aceste sectoare. Din punct de vedere structural, proiectul cuprinde patru capitole.&nbsp;<strong>Capitolul 1<\/strong>&nbsp;stabile\u015fte obiectivele ce urmeaz\u0103 a fi atinse \u00een vederea asigur\u0103rii securit\u0103\u0163ii na\u0163ionale, liniile directoare de baz\u0103 ale politicii de securitate a Republicii Moldova, valorile generale, principiile, riscurile \u015fi vulnerabilit\u0103\u0163ile \u00een acest domeniu. S\u00eent reflectate, de asemenea, caracterul complex \u015fi interdependent al securit\u0103\u0163ii, principalele amenin\u0163\u0103ri la adresa securit\u0103\u0163ii na\u0163ionale a Republicii Moldova ce urmeaz\u0103 a fi luate \u00een calcul \u00een vederea asigur\u0103rii securit\u0103\u0163ii ei.&nbsp;<strong>Capitolul 2<\/strong>&nbsp;este consacrat cooper\u0103rii interna\u0163ionale a Republicii Moldova \u00een calitate de instrument de asigurare a securit\u0103\u0163ii na\u0163ionale. Din aceast\u0103 perspectiv\u0103 este stabilit\u0103 interconexiunea organic\u0103 dintre politica intern\u0103 \u015fi cea extern\u0103 a statului.
