ENAR is recruiting a new Director to join and lead its team in Brussels.

ENAR aisbl is a flexible organisation, open to self-learning and self-reflection, that makes purposeful efforts to learn and adapt to change, often questioning the impact of its work while operating in a complex environment. ENAR Secretariat strives to improve its internal coordination and operation by moving towards a flatter, less hierarchical and more collaborative team to ensure a better transversality of knowledge and responsibilities, while maximizing the use of its scarce resources. We also seek to embody our values and vision of reducing structural inequalities starting with our own institution, walking the talk as a pilot for the antiracism sector. The new Director should be able to embody this approach.

As the leader of the organisation, the Director works towards realising the mission of ENAR on the basis of a mandate from the Board. The Director is responsible for a transparent management and steady development of the organisation, including the organisational, operational, financial, human resources, and administrative management of the ENAR Network’s secretariat in Brussels. They work in close cooperation with the Staff by giving clear directions. They coach, facilitate, support and stimulate ENAR’s staff to carry out agreed work plans. The Director works actively with the Board to facilitate their processes and decision-making and is the main interface between the Board and Staff.

The Director oversees the development and implementation of strategic plans and annual work plans, as approved by the General Assembly and the Board. The Director facilitates the identification of challenges and the development of solutions with the Staff team. The Director supervises and monitors the alignment of the organisation, internally and externally, with ENAR’s strategic vision.

The Director oversees the finances and fundraising, as well as recruitments, contracting and all HR related affairs. They also oversee the administrative and organisational work within the organisation. A mid-management position is foreseen to be created to support the Director in the coming months.

The Director must have people and change management skills and be experienced in improving organisational cultures.

Responsibilities

  • Oversee the continuous development and implementation of the strategic plans and the continuous progress of the organisation towards achieving its strategic goals and objectives through implementing the programme and work plans to the highest attainable quality;
  • Support the ENAR Board governance and processes, including leading the convening of Board and GA meetings and consultations with the Board as well as actively assisting the Board members in the implementation of their mission;
  • Oversee the general management of ENAR secretariat in Brussels, including programme management, operations and monitoring and evaluation and performance evaluation of the Staff team;
  • Support and stimulate positive Staff team dynamics, collaboration, growth and functioning in coordination with the Administration team;
  • Oversee HR and financial management of the organisation in accordance with the administrative and financial regulations under the national law and those of relevant donors;
  • Support fundraising activities, especially core funding as well as project and other unrestricted funds in coherence with overseeing a dynamic fundraising strategy;
  • Keep up-to-date and supervise the good compliance with ENAR policies, including, but not limited to, equality of opportunity, employment regulations, staff development, transparency and conflict of interest, violence in the work place, security and safety, ENAR Code of Conduct;
  • Oversee the adequate application of processes, such as ENAR’s decision-making process, recruitment process and monitoring and evaluation;
  • Support in liaising with ENAR staff, members and Board as well as civil society stakeholders at national, regional and international levels to promote ENAR’s positions and build alliances in support of ENAR mission;
  • Other duties as assigned by the Chair or the Board.

Qualifications

Ability and skills

  • Demonstrated leadership and management skills

  • Excellent social and communication skills, enthusiastic, dynamic, empathic and positive
  • Excellent facilitation skills and knowledge of participatory methods
  • Ability to work in organisations operating in diverse political and cultural contexts
  • Strong team player able to build on collective intelligence
  • Ability to prioritise and to meet deadlines
  • Fluency in English spoken and in writing. Knowledge and ability to communicate in any other language is an asset
  • A strong commitment to ENAR’s mission and vision
  • Good ICT skills
  • Strong interpersonal skills

Knowledge, education and experience

  • At least 10 years of experience in managing a team of at least 5 persons in a nonprofit and operational environment.
  • Education to university level with a degree is an asset.
  • Excellent understanding of anti-racism, anti-discrimination and racial justice movements in Europe
  • Knowledge of inclusive and intersectional organising and its practical implementation in management techniques
  • Worked in management and leadership position in an NAG and/or membership organisation
  • Developed strategic planning processes for organisations and techniques to oversee progress in implementation
  • Developed people-centred management techniques and change management processes
  • Worked at EU and international level

Reporting duties: The Director reports to the ENAR Board and Chair.
Line management duties: All Staff members, Consultants, Subcontractors

Work conditions
ENAR aisbl offers a full-time position (38 hours/week) based in the ENAR head office in Brussels, Belgium. The gross salary is € 5940 per month plus benefits (public transport, lunch cheques and as of the second year: hospitalisation plan and pension plan, 25 holidays/year following Belgian legislation).

The Advocacy Officer is in charge of coordinating and developing ENAR’s Equal@Work platform, and serves as a strategic policy expert and trainer in the field of anti-racism and non-discrimination and in particular on diversity and inclusion at the workplace. ENAR aisbl is recruiting an Advocacy Officer (AO) to serve as a strategic policy expert and trainer in the field of anti-racism and non-discrimination and in particular on D&I at the workplace. The candidate will have experience of working with private and public employers, civil society on non-discrimination and inclusion policies, demonstrated advocacy and training experience and commitment to race equality. The AO reports to the Director. The position does not require line management duties beyond guiding interns, if applicable.

ENAR aisbl offers a temporary full-time position based in Brussels until 31 December 2021. The gross salary is € 3,189.26 per month plus benefits.

Specific areas of work

• Coordinates and develops ENAR’s E@W strategy (https://www.enar-eu.org/ENAR-s-Equal-work-Platform), its seminars, reports, publications and coordinating support to stakeholders, including private companies;
• Prepares and facilitates ENAR’s E@W internal working group;
• Coordinates the work of consultants hired to support specific trainings and research;
• Monitors related policy developments at EU and national level and identifies issues of concern for the Equal@Work platform and its network;
• Supports E@W platform members and liaises with relevant counterparts, when and where required;
• identifies and assesses new advocacy opportunities at EU or national level, in collaboration with colleagues and ENAR members;
• drafts preliminary policy positions, and advocacy supporting documents;
• is involved in the preparation of content for conferences, publications and other ENAR initiatives;
• drafts and implements specific projects and takes part in grant applications and final reporting;
• supports the Director and works closely with colleagues working on advocacy, communication, research and networking to ensure consistency in overall strategies.

Candidate profile

• A proven track record with experience or equivalent education.
• Proven experience in working in close partnership with private and public employers;
• Proven experience in diversity and inclusion, policy analysis and/or advocacy in related fields and at least 2 years work experience in working closely with racialised groups;
• Excellent drafting and analytical skills
• Outstanding negotiation, communication and presentation skills (ability to address a wide range of audiences)
• Good project management skills
• Good training skills
• Knowledge of human rights, equality and non-discrimination and related issues
• Good understanding of the intersectionality framework
• Experience of working in a multicultural team
• Fluency in English (speaking and writing), other languages valued
• Sound organisational skills, ability to prioritise work and to meet deadlines
• Good team player, sound judgment and maturity
• Ability and willingness to travel as required
